This is impossible. A cd-rom drive can not and never will read a dvd disc. A dvd disc has a totally different structure than a cd-rom disc; it even needs a different type of laser to be read.

If you mean "cd-rom" as in "my dvd player" then say so ;)

Some dvd discs are however hybrid dvd/cdrom discs. This means that there is a part on the disc which a cdrom player can read (because it is made with a different structure and laser). Such discs are extremely rare though and they also often don't quite work because of their non-standard nature.

Assuming you meant "my cd-rom" as in "my dvd player":

Some dvd discs come with a player. Again, these dvd-discs are kind of hybrid discs; they contain multiple sessions. One session would be the data area which contains additional software, documents, etc just as a normal HDD or data cd-rom. The other session would be the dvd-movie itself.

You don't need to install the software which came on the disc to play anything. The software provided is only there for those who don't have dvd software players like WinDVD, PowerDVD, Media Player, etc...

The software is also quite often a very limited, stripped down basic standard player. It's like providing MS Paint with a photo-disc. You don't need to install/use MS Paint if you have your own decent piece of software to view/edit the photo's.

assuming the previous part of my reply: don't use it at all and rather use a decent dvd software player program to watch the movie (quality and UI would be much better).
