Try going doing this after exiting MSN Messenger (sorry!):
> Go to Start menu
> Run...
> type
cmd
> press OK or hit the ENTER key
> on the DOS window type:

regsvr32 "C:\Program Files\Messenger Plus! 3\Plugins\OutToPlug.dll"
It should register the DLL file.
Edit: the path part "Program Files" might be different in other languages.
