Yup get a tv tuner card or even a video card w/tv tuner. u can always get a vid card w/ViVo (Video In Video Out) which uses RCA cables that u can connect to yur VCR.

As for Video editing i would recommend Adobe Premier Pro 1.5 - but that can get pretty expensive since it's professional grade. But u can find it on BitTorrent
