entapi.dll is the cause (my case). I renamed it and all works for me. its in system32 folder.
Im looking now for what application its used by.

edit:
I have mc afee enterprise 8.0 installed here and I've been looking through and its from it.

A link just to confirm it.
however i'm not sure if it can live without it...
