Do any of these allow you to rearrange the order in which things initialize at startup? I have Sysinternals Autoruns, but I can't find any way to change the order in which things start.
There isn't, but the items in the startup folder are generally run after the registry entries.

You could add an MS-DOS Batch File to either list, and have it just idle (I don't know if this can be done) for a few minutes, then have it launch the internet dependant programs. By this time, all the other items, including your internet login/connect should have been launched.
