Now I think we should still protect your computer as much as possible. He is currently obviously following you onto online forums, and has taken in private data of yours. This sounds dodgy. And it's iligal also.

edit: after furthur investigation, he either has been breaking into your stuff for a long time, or it's not your sister's boyfriend. I doubt it's him now. Sorry. But still, protect your pc
