Just opening a new chat window, in this last case you've described, just to see if someone is online is not a good solution. eg: it clutters up your task bar with an otherwise useless window, if they go back offline you wont notice it, etc...
Yes, I also have notification sounds for them, but it's not that effective because sometimes the sign-in sound gets "swallowed" with the music I play on my computer

And I guess cluttering my taskbar gets my attention more since we don't have the best solution for now.
