Best guess: the batch file would be

code:
runas /profile /user:%COMPUTERNAME%\administrator "C:\Program Files\Messenger Plus! 3\MsgPlus.exe"
runas /profile /user:%COMPUTERNAME%\administrator "C:\Program Files\Messenger\Msmsgs.exe"

That should run Plus! first, then Messenger, both as Admin.
