Such a script wouldn't be as easy as you might think, because:

[*]You will need some "encoding" to make sure only times are replaced, and not other words you say...
[*]The script has to know in which time zone the other user lives (how??)
[*]There's daylight saving time in different countrys, not at the same date etc, it's not really easy to just convert from time zone 1 to time zone 2...
