Yes, this would be a Windows Live Messenger bug, which only Microsoft can fix.
You could try posting a comment on
Messenger Says - The Official Windows Live Messenger Blog to inform the developers about the bug.
Another option would be to report it by going to the Windows Live Messenger
Help menu and select
Send Feedback
