Are you sure the CS EXE is hl.exe? Hint: Run CS, and then press Ctrl+Alt+Delete. On the Process list, look for the Image Name that is most likely to be CS. Then try that in Appmon+.

I suggest this as I don't know what the CS EXE is myself

Edit: So it is hl.exe (thanks Eljay). Still, there's no point having the command line options, as the process name doesn't contain them.
