But when you click the sounds panel nothing happens?

Well, in that case, try this:
1. Uninstall MP!L
2. Uninstall WLM
3. Delete The folder "MSN Messenger" and "Messenger Plus! Live" located in the folder "Program files".
4. Install WLM
5. Install MP!L
