Because redistributing DLLs is illegal unless they are specifically made for redistribution (and if they are they come in official redistribution packages which will properly install those DLLs).
It is not because many people share DLLs
(and cause much more errors in the long run without knowing) or that there are sites which have DLLs to download
(which are almost always outdated, dont contain the proper install instructions, are version specific and what not; again causing more problems in the long run than fixing anything), that it is legal.... Extremely many DLLs are not to be redistributed (and with good reason too, set aside it's illegal).
