That's because so much of what IE uses is already loaded as part of the OS, and all of Firefox isn't.
What most don't know is that IE is just a fancy wrapper for the very common WebBrowser control, which is used all across Windows. It's used by any app that needs to display HTML or XML-based data, for example, online Help systems, some dialogs, adbanners, Web browsers (surprisingly
), Active Desktop, etc. Firefox doesn't use the WebBrowser control, so doesn't get the benefit of being already half-loaded with the OS.
