My C Drive has 60gb free
(V: has around 500mb thats why I want to resize the partition it so my Vista partition...taken from my C drive has more space...which would make my C drive space go lower

So, it makes good sense that the only thing you can do here is shrink D: (although it's hardly worth doing so, given it has less than 2GB free). After you shrink D:, perhaps you could expand C: into the freed space.
