To get POP3 access you will have to activate this buy Mail Plus. (I know it because I have Yahoo! mail aswell ).

Originally you can't get POP3 access for free, but if you agree to get an e-mail to your Yahoo! account with some advertisment (not spam, it's from Yahoo! "people")


FIX: I have an account with POP3, and I don't pay anything, however I registreated a new account and the "offer" for POP3 for free, was gone :S
However I still ahve it on my other account 8-) (God know why, or maybe Yahoo).

So unfortunetly, I can't find it on my new account (not on my old, but there I still have POP3 ). So atm it looks like no free POP3 access (:( (except for my other dodgy account :P)).
