If you are wondering how to get Windows Live Mail beta, you can go to ideas.live.com to sign up.
If you are an active hotmail user for a long time, you will be able to see a button asking you to join Windows Live mail beta.
If you have been active just for one or two months, you will be able to see a signup for mail beta button.
