The .plsc you uploaded is fine, it's your installation indeed.

Rightclick a .plsc file and choose Open With > Choose Program... > Browse > C:\Program Files\Messenger Plus! Live!\MPTools.exe > Open > Check "Always use the slected program..." > OK.

If that doesn't help, try re-installing Plus!.
