I expect that the reason for the contest is to kick start script developers.
If you have a plugin as a DLL and will just implement the features of that through a script, with workarounds to make it scripting compatible, I don't think that it would be allowed, because then any old plugin could be ported for the sake of the contest.
However, if you have a script, and the script uses a DLL for some part of it, I guess that it would be fine, because it is probably easier to use LAME for mp3 encoding in a script than write a whole new encoder in JScript.
