Treason i not just against the queen then is it? It's against the ruling powers of a particular country. As he was the dictator, I think he might have given himself a pardon on that count

I don't think it makes a difference at all whether he is alive or dead. He would never again be allowed to see the free world and nothing more could really be done to him in a prison.
