No this is not suppose to happen and it indicates:
- you clicked the program/shortcut twice by accident
- you have either some dodgy script going on
- the 3rd party startup program you use to startup Messenger is faulty
- you have multiple entries in your startup registry settings (in case you meant it is started twice when you boot up windows):
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
