Not quiet HSV, note it's freezing after sign in and wont respond to anything, meaning there is something not right with the messenger installation.

CookieRevised's reply to Windows Live Messenger BIG PROBLEM!. It's probably your best bet, but beware, following that solution means you may lose data (E.g Custom Emoticons) Unless you back them up.
A possible tool to back things up is
MSNBackup Tool.
EDIT: if that then doesn't help, then it's safe to assume it's a server issue, but until the instructions above are cross checked and followed, then you can't just assume that.
