How about you actually do some work for yourself? A quick Google search will tell you the answers for this.
As for if your motherboard supports it, you need to go in to the BIOS (Usually hitting Del, F2, F12, Escape or some other key when your computer is initially turned on - it may display a message like "To enter setup press Del") and see if in the booting options, USB is listed.
I don't have an Intel motherboard - and don't know what kind of BIOS it uses (probably Intel stuff) so I can't tell you where to look.
In regards to making it bootable, it depends on what you want to run off it - what do you want to run off it?
