JScript and Javascript have a lot in common.
That link is mostly aimed at developping websites with J(ava)Script, which is in this context (learning to script for Plus!) not adviseable because it is very confussing if you don't know the difference (which is exactly what someone who want to start learning doesn't know)...
Yes there are things which can be learned from that site. But better learning tools/site are things which are about Windows scripting (in JScript), not webpage scripting....
Sites like:

are way better to learn scripting for Plus! (and for Windows in general).
