I brought this PC with Vista, and im pretty sure all the drivers are installed, and bios is up to date. 
fair enough, what i shoulda asked orsaid, it looks an or seems more like a Video Problem, . i got Vista x64 installed so might be different to your issue if your running 32bit .have you ran it without Plus installed?
