Like others said, would be very hard to maintain, plus I don't see a real advantage. The fact that those 5 scripts are rated the best 5 doesn't mean at all that everyone wants all of those 5 scripts. For the same reason you can individually select which of the 9 winning scripts you want in 4.20. It gives users more freedom.
You can always check the top rated script in the Scripts DB. And I always love to hear feedback and suggestion on how to make the Scripts DB in general better
