The light on the front of a computer that flickers is for the Hard Drive, not the CPU...
Yep, there are usually two lights on the front of a computer case, power, and HDD. Power should stay on constantly when the computer is on, and off when it's off. HDD Should blink when there is disk activity. You may have other lights, but most computers have at least those. If your power light is flickering, thers coulbe a a bad connection to the lamp, or you're severly screwed.
