The ip locator program can be wrong. Such programs (or services on the net) quite often get their info from random people who need to enter their location in case the program (or service) can't find it. Thus it is prone to errors.
But also note that IPs do not give the location where you live! This is a very big misconception. They give the location of your ISP or the server you connect to. So if you live in Florida and you use an ISP from Washington, the IP will show Washington, not Florida (of course this is a exaggerated example just to give the idea).
Another cause, though very unlikely, can be that the ip locator program or service uses only IPv4 addresses (32bit) and if you have an IPv6 (128bit) address the program will of course either not reconize it or give wrong information. Very unlikely because we still al use IPv4 today...
PS: note that IPs are considered private in Europe. Thus giving IP statusses to third parties without the user's consent is illegal. This isn't so in the US.
