If you're on dial-up, modem etc and have a dynamic IP, just disconnect from the Internet and then reconnect to get a new IP. If you can't find a way to do it via software, pull the plug on your modem/router..
or if you don't have a dynamic IP but you do have an ip range, set your modem/router to give you another ip in your rage
