Not everyone will have WinRAR. And I also suspect the encryption level in a dedicated encryption tool like TrueCrypt is higher than in a file archiver like WinRAR,
I've used
AxCrypt for a while, which does the job too. Only thing is, last time i tried it had some limitations on 64bit Windows.
