nope, this isn't possible with a script. If you want it to be added to that Plus! icon it must be programmed in Plus! that way. Hopefully Patchou sees this thread in that case.

A script can, at best, add a submenu item to the Plus! script icon and in that submenu have another subitem which you can click to enable/disable the event viewer. Thus you'll get: Plus! script icon > script name > enable/disable event viewer.

PS: for those who want to make the script: Make it show and hide the Event  Viewer exactly like Plus! does. And also don't forget to check/uncheck the menu item of the Plus! menu so the user doesn't have conflicting menu item when he uses the Plus! menu (which can all be done by 1 line using the Windows API). ;)
