What you're referring to is not a "hard drive" or "hard drive case", a
hard drive is a device inside your desktop computer which stores data magnetically.
In order to get your desktop computer to stop flashing lights you would have to disconnect the lights manually, afaik it can not be done with any software or setting. Sorry about that.
If you really want them off just stick some blu-tack over them, then they're as good as off.
