I had the same problem
I couldn't open any messenger plus live aplication, the setup and unistaller.
GDIPLUS.DLL that was the same file my pc said was wrong, but, the problem was, I already had this file, with the normal size and location, so, I found the answer. Windows was thinking file was right because it see only the name and size, but physicaly my hard disk clusters was wrong.
Execute CHKDSK.
Just execute CMD, next type CHKDSK /F /R, then restart, and when pc boot will check and repair hard disk drive, that worked for my, I hope be the answer.
