I've come to the conclusion that Dreamweaver is to blame. I found the page encoding options, and there's a lot of options, but the one I have is Unicode (UTF-8), but there's no Unicode (UTF-16).I guess I'll just edit in Dreamweaver and copy/paste/save in Notepad.
