ctrl+i is Indent and you will find that this is set by WLM, however ctrl+t is set by MP!L as a shortcut for italic.  You have to remember that their are a lot of shortcut in WLM and Plus! and hence Patchou had to choose something that wasn't already taken, I'm sure there were other options but he chose that one as ctrl+i was already taken.
