1. Make sure date and time is set correctly.

2. Check IE Security settings:
Open Internet Explorer, click the Tools menu > Internet Options > on Advanced tab scroll to the Security section, verify that "Check for server certificate revocation" is unchecked. Also verify that 'Use SSL 2.0' and Use SSL 3.0' is checked, then click OK

3. Re-register softpub.dll
Start run > type "regsvr32 softpub.dll" (without quotes) and press enter.
This re-registers the softpub.dll file and allows you to view secured websites.
If re-registering this dll alone is not enough also re-register: wintrust.dll, initpki.dll, dssenh.dll, rsaenh.dll, gpkcsp.dll, sccbase.dll, slbcsp.dll and cryptdlg.dll (WinXP)
