Ok umm, i dont really know what DX10 is...
DX10 is DirectX10.
There aren't many games that support it yet, but if your game and your graphics card support it you will get amazing graphics (example:
Crysis: Notice that it says DX10 on the top.)
Games that support DX10 usually work with DX9 but you miss the good graphics and it's up to the developer if they want to support DX9 or not.
High-end DX10 cards though are expensive.
