So am I correct now? Do WLM files differ from XP to Vista? Or they're still the same files, but operating system can change some themes in windows?

The files are the same (at least as far as i know), it's just that due to the differences between XP and Vista graphics display functionality (the graphics engine) that it looks different.

That's at least how i understand it.
