I could be done with a third-party theme application like WindowBlinds (i think). There are WindowBlinds skins for Windows that can give you PC an approximate Aero Glass effect, by making things like the title bar of a window transparent.
I doubt Microsoft will (officially) add something like this to XP.

Well kind of yes.
But WLMWebStatus and Web2Live are just websites that generate the status images from the information you provide it (your status information, PSM etc) and background images etc. In these services there is no "default" buttons as there are with computer software).
