No, it'd be stupid, immature and no one in there right mind would want it.
Yes, but make it a Plus! option so people with different languages wont have to download a separate file (And people who dont want to, but want to look at it) wont have to download a seperete files

I was thinking more.. installing the skin on a friends computer and it changes the buttons around and stuff so when they try and do something it does something else? :P
