Double click your network connection, then click the properties box, then the advanced tab, under windows firewall click the settings button.
Once you are in firewall settings, click the exceptions tab, tick the box for msn messenger and delete it useing the delete button.
When you start up msn It will ask you the questions agian for allow access or not.
