this should work

includes an option to edit quotes.txt in the script menu.

Commands:
/trqstart - starts reading from quotes.txt
/trqstop - stops reading from quotes.txt

Note that you could only do this to one contact at a time

P.S: edit the script to change the number of seconds until the next quote gets sent.
