if what banky said doesnt work you could try removing it with command prompt. for example if the folder is C:\Documents and Settings\user\Contacts\Ignored you do the following...
Click Start button > Click Run > Type "CMD" >
(if when you open up cmd it already starts with "C:\Documents and Setting\user" then go to the asterisk and follow on from there, if not keep reading")
Type "C:" (inside cmd) > Type "chdir Documents and Settings" > type "chdir (user)"
****> type "chdir contacts" > type "rmdir Ignored"
For this to work you have to check that you have absolutely no spelling mistakes. this SHOULD delete the ignored folder, so please dont complain if it doesnt.
