IRC style formatting tags (which is what these are, rather than HTML which uses < and >) are formatted correctly only when using Windows Live Messenger and Messenger Plus! Live 4.
If you want to see these properly you will have to ask your contact to use the old-style formatting symbols. Or upgrade to WLM, it's your choice
