However, you will have to download the file on a regular basis from its web location, using a timer. Here are the references for the  functions you will need:

• MsgPlus::DownloadFile
  
• OnEvent_DownloadFileComplete

Then set the image with Messenger.MyDisplayPicture = strTheTemporaryDownloadFile;
