The Messenger Plus! Tweak Live script does nothing more than giving you some sort of GUI to modify the special registry keys provided by Plus!.
Take a look at the script's code, it might be a good start. I haven't succeeded in changing the flash colour for the tabs, but maybe that's because I'm using the Windows Aero Messenger skin at the moment.
