So you cannot completely boot from the disk at all?
You should probably download the
Ultimate Boot CD for Windows (~200mb) which will provide you with, among other things, a command prompt screen. If you happen to have the installation cd for Vista that would also provide an adequate command prompt for usage. The Command Prompt on the XP installation disk is dodgy and restricts your permissions and what you can do a bit, so it's usually best to find an alternative way, such as those I mentioned above.
As for solving the problem, I can't be of much help there sorry.
