Hmm not much info on how the winners will be picked though... like whether it will be voted upon or if there is a panel of judges or they are going by rating/download.
I think there should be a panel of judges.. If it were done by downloads I could just make a "Windows 7" skin for example and I bet it would get quite a few downloads because of the name
