Uh? Normally you should just wait for the blue portal to open, then you can get out and do what you have to do (seriously, you'll find out soon enough).

Ahaha, no wonder you're stumped on 19, the fact that you passed 18 without checking what's actually in the room will make you get stuck in 19 whatsoever.
To give you a hint: you'll have to be reunited with an old friend to get through 19, otherwise no cake for you. And when you're actually in 19: the room hasn't been started up, in fact, you'll have to do it manually. There's a way to get back to 18, go check out the stairs.
