Try this:
1) Exit Windows Live Messenger
2) Go to Start > Run > Type
regedit and press enter.
3) The Registry Editor will open. Navigate to this:
HKEY_USERS\[your user number]\SOFTWARE\Patchou\Messenger Plus! Live and find the key named "LanguageFile", right click it > Modify > Change "Lng_Arabic.ini" to "Lng_Default.ini".
